About the EPLO

The European Public Law Organization (EPLO) is an international organisation dedicated to advancing public law, strengthening democratic institutions, and promoting good governance worldwide. Established in 2007 and headquartered in Athens, the EPLO works across more than 74 countries, supporting legal reform, institutional development, education, and research.

For over two decades, the EPLO has implemented more than 300 programmes and projects in Europe, the Balkans, the Caucasus, the Middle East, Africa, Asia, and Latin America — ranging from justice reform and public administration to human rights, migration, and institution-building.

Global Recognition & Partnerships

The EPLO collaborates closely with major international organisations and holds multiple observer statuses, including:

Governance

The EPLO is governed by a Board of Directors composed of representatives from 17 member states, 6 public authorities, and 76 universities and institutions. This diverse governance structure ensures international legitimacy, academic independence, and broad institutional support.

Four Pillars of Activity

1. Research

The EPLO conducts comparative legal research and policy studies in areas such as justice reform, public administration, human rights, migration, vulnerable groups, and institutional development. It collaborates with leading institutions including Oxford University, the Max Planck Institute, the World Bank, and major European universities.

2. Education & Training

The EPLO established the European Law and Governance School (ELGU) for undergraduate, postgraduate, and executive education. It also operates the Academy of European Public Law, summer schools, specialised institutes, and tailored training programmes.

3. Institution Building & Technical Cooperation

The EPLO designs and implements projects funded by the European Commission, Hellenic Aid, the Council of Europe, the World Bank, and other international donors. Its work spans rule of law, justice reform, human rights, migration, border management, taxation, customs, and public administration.

4. Publications

The EPLO publishes the European Review of Public Law (in seven languages), the European Politeia, and several specialised series. Its publications serve as international reference points for constitutional, administrative, and public law scholarship.
