Who We Are

The European Law and Governance University (ELGU) is an international higher education institution dedicated to the study of law, governance, and public administration. As the academic arm of the European Public Law Organization (EPLO), ELGU is rooted in EPLO’s core mission: advancing legal science, strengthening institutions, and promoting democratic governance worldwide.

We bring together students, scholars, and practitioners from Europe and beyond to explore how laws are made, how institutions function, and how governance evolves in a rapidly changing world.

Supported by Europe’s Leading Thinkers

ELGU was conceived with the guidance of distinguished European leaders, including former prime ministers, ministers, judges, and senior academics who have shaped public law and governance at the highest levels.

Figures such as Professor Giuliano Amato, former Prime Minister of Italy and member of the EPLO Board of Directors, played a foundational role in the School’s creation. The “Group of Rome,” composed of eminent scholars and practitioners, contributed to the School’s intellectual design and strategic direction. 

The school was launched in 2016 at the Quirinale Palace of Italy, attended by H.E. The President of the Republic of Italy Mr. Sergio Mattarella.

Our Symbol

The ELGU emblem is inspired by a six-winged seraphim mosaic uncovered in Hagia Sophia — a crossroads of civilizations. Surrounding it is an ancient Spartan phrase meaning: “We shall become much better than you.” .” A promise from one generation to the next and a commitment to progress, excellence, and continuous learning. 

Together, these elements express our mission: progress, excellence, and the education of individuals who strengthen institutions and advance good governance.
