A joint initiative of Sapienza University of Rome and the European Law and Governance University (ELGU) of the European Public Law Organization (EPLO)

European Law and Governance University (ELGU), is pleased to announce the upcoming Winter School"Rule of Law, Transitions and Security", organized jointly with Sapienza University of Rome. The programme will take place from 1 to 12 February 2027, with the first week hosted at Sapienza University's Faculty of Law and the second week held at the EPLO-ELGU premises in Rome.

At a time when democratic societies are confronted with climate change, technological transformation, geopolitical uncertainty and new security challenges, questions surrounding the rule of law, constitutional governance and democratic resilience have become more relevant than ever. The Winter School aims to provide participants with the theoretical and practical tools necessary to understand how legal systems and public institutions can adapt to these evolving realities while safeguarding fundamental rights, democratic accountability and the principles of the rule of law.

The programme adopts an interdisciplinary approach, bringing together perspectives from constitutional law, administrative law, comparative public law, governance studies and political theory. Participants will engage with contemporary debates on climate governance, digital transformation, cybersecurity, artificial intelligence, democratic resilience and emerging security paradigms.

Throughout the two-week programme, participants will explore how governments, courts and international institutions respond to complex transitions while preserving democratic legitimacy and the rule of law. The Winter School will also provide a forum for academic exchange and discussion among students, researchers and practitioners from diverse backgrounds.

The programme will conclude with a dedicated research session, offering participants the opportunity to present their work and contribute to an interdisciplinary dialogue on the future of democratic governance and constitutionalism.
